Once OSPF routers become fully adjacent (also known as converged), they move to the “Exchange” state. This state is where they exchange their link-state databases with each other in order to form a consistent view of the network topology. Once this has been accomplished, they move on to the “Loading” state where they build their routing tables. Finally, they move to the “Full” state, which indicates that they have fully converged and are able to exchange routing updates.
