1. Hold down the Shift key as you click the Restart option on the Power menu on the Start screen.
2. Select Troubleshoot.
3. Choose Advanced options.
4. Select Startup Settings.
5. Click on Restart.
6. When the Startup Settings screen appears, press F5 to Enable Safe Mode with Networking.
7. Your PC will then restart in Safe Mode with Networking.
To start Windows 8.1 in Safe Mode with Networking, press and hold the Shift key while you click Restart from the Power menu. Once your computer has restarted, select Troubleshoot > Advanced options > Startup Settings > Restart. After your computer restarts, select 4 or press F4 to enter Safe Mode with Networking.
