A static route that matches all packets is a catch–all type of route that has a wild–card mask applied to it. This means that any IP address in the range specified by the route will match the route and be forwarded according to its settings.
A static route that matches all packets is said to have a “wildcard mask” of 0.0.0.0. This means that the route will match all destination addresses, regardless of the address’s individual bits.
