A frame is the basic unit of data transmission over a network. It consists of a set of bits that are used to carry the data and the control information for the data. A packet is a higher-level communication protocol that encapsulates and transmits data from one network node to another. It contains a header, which contains addressing information, as well as the data. Packets are typically constructed from frames, which are the lower-level protocol.
