PC-B received the global routing prefix and subnet ID that was configured on R1 because PC-B is connected to the same subnet as R1. The global routing prefix and subnet ID are necessary for the router to know where to forward the packets. Thus, when PC-B sends a packet, R1 will use the routing prefix and subnet ID to determine which interface to forward the packet to.
